Kidnapping suspect arrested after returning to Kentucky Street home with 4-year-old girl

A South Bend man suspected of kidnapping a 4-year-old girl in South Bend on Thursday, Sept. 22, was arrested after he returned to the girl’s home with her hours after she was reported missing.

Charles Jackson, 61, is being held at the St. Joseph County Jail on a preliminary charge of kidnapping.

Jackson took the 4-year-old girl from her father’s home in the 400 block of Kentucky Street at about 1 p.m. after Jackson had an argument with Jackson’s girlfriend, Division Chief Scott Ruszkowski with the South Bend Police Department told 95.3 MNC. Ruszkowski will be sworn in as chief Oct. 1.

After the girl’s father realized something with wrong, he called police and officers throughout South Bend and St. Joseph County began searching for the girl.

Officers were still on scene at the home on Kentucky Street when Jackson returned at about 5:30 p.m. with the girl and the suspect was arrested, Ruszkowski said.

WSBT recorded the arrest. Officers ordered Jackson out of the car and arrested him quickly while keeping the girl’s father and another bystander at bay.

Ruszkowski said commended the arresting officers for their “outstanding police work.”

“That was a very volatile situation. You were dealing with the suspect, a rather large and apparently combative suspect. And then you had at least two other people who we had no idea what their intentions were and actually at one point interfering with the officers trying to make that arrest,” Ruszkowski said. “And for those officers to maintain their composure and do the outstanding job that they did, nothing but accolades there.”

The girl smiled and hugged her father and grandmother when she was brought back to the home, WSBT reported. She was taken to the hospital to be checked out.

Police are still investigating the incident.
