South Bend getting closer to behind-the-wheel cell phone ban

The South Bend Common Council has sent a cellphone ordinance to the mayor’s desk…

It’s designed to fight distracted driving, and would bad the use of phones when behind the wheel. As written it would institute a fine of $75 for a first offense, leading up to $250 for a third.

It would not apply to hands-free calling, and would just be enforced in the City of South Bend.

The board also voted to move forward with the South Shore Double Track project that would cut a trip to Chicago down to 90 minutes, but would not alter the route.

The guy in the picture is using a 15 year old phone. How long have they been working on this bill??
