A South Bend police officer has been arrested and is facing multiple preliminary charges following an off-duty incident.
It happened early Thursday morning, Feb. 27.
Emanuel Garcia, 24, was taken into custody after police responded to a disturbance call just after midnight in the 600 block of Victoria Street. Upon arrival, officers were informed of a possible domestic dispute involving Garcia and a female complainant.
During the investigation, officers attempted to detain Garcia, leading to a brief struggle before he was ultimately arrested. He faces preliminary charges of Domestic Battery, Resisting Law Enforcement, and Interference in the Reporting of a Crime.
Garcia is currently being held at the St. Joseph County Jail, awaiting a formal charging decision from the St. Joseph County Prosecutor’s Office. He has been relieved of all duties pending criminal and internal investigations.
Garcia joined the South Bend Police Department in December 2021. Prior to this arrest, he had been on restrictive duty due to an ongoing internal investigation related to a September 2024 incident in which he discharged his firearm during a call for service. That case resulted in drug-related charges against a 39-year-old man.

Ive always believed that law enforcement should have ways to keep personnel issues internal like military does. Even as much as having a LEO only incarceration facility like Levenworth is for military. Law enforcement operates alot like military and should have a form of national command structure similar to them. Issues adjudicated internally.
