Residents and South Bend Common Council members are demanding safety changes for the Lafayette Falls neighborhood following a fire at a home last week.

Neighbors say emergency response was delayed and want the city to create a second entrance, while two council members say they will not support the city budget unless traffic improvements and mutual-aid agreements are addressed.

The city says it is hiring a traffic engineer to study the area and recommend changes by the end of the year.
