A Kosciusko County councilwoman is facing a felony OWI charge following a traffic stop in Albion.

Police say 62-year-old Kimberley Cates was pulled over around 10:09 Friday night near Main and Oak streets.

According to police, Cates had red and glassy eyes, appeared unbalanced, and smelled of alcohol. Investigators say she refused a chemical test at the scene.

A blood sample was later taken, with those test results still pending.

Cates is charged with operating a vehicle while intoxicated with a prior conviction within seven years, a Level 6 felony.

She was previously convicted of OWI endangering a person in Kosciusko County in August 2024.
