St. Joseph County consolidated precincts plan involved political maneuvering, emails show

A proposal from St. Joseph County Commissioners to consolidate voting precincts at least partially included discussions about political maneuvering, according to emails acquired by the South Bend Tribune.

Email conversations exchanged between Republican commissioners Dem Fleming and Andy Kostielney and Republican Voter Registration board member Frank Fotia included a discussion about how the redistricting could impact future elections.

“This is going to be one heck of a fight,” Kostielney wrote in one email.
