South Bend common council debates merits of “Homeless Bill of Rights”

South Bend’s leaders are considering the creation of a “Homeless Bill of Rights.”

Wednesday, the public was given the chance to be heard on the Common Council’s idea to create the draft. The meeting was also a discussion to examine similar bills in other communities and see how they might contribute to a program in South Bend.

The council attorney says there could be challenges to passing such a bill, and ABC 57 reports that one solution could be adding a clarification of “housing status” to the existing Bill of Rights. Mayor Buttigieg is also waiting to form his opinion.

Additional public input meetings are expected.

Homeless Bill of Rights is also called choices.
