The St. Joseph County Council replaced Library Board Vice President Ann Rosen with Rhonda Richards during this week’s meeting, sparking backlash from Rosen’s supporters.

After serving two terms, Rosen was up for reappointment but lost in a 5-4 vote.

District F Councilman Randall Figg nominated Richards, surprising some in attendance as Rosen was the only name listed on the agenda.
