The South Bend Rules Committee meeting on Thursday, Feb. 20, turned tense when At-large Councilwoman Rachel Tomas Morgan confronted At-large Councilman Dr. Oliver Davis.
Video shows Dr. Davis refusing to leave the bench despite being asked to sit in the audience, as he is not a committee member. Morgan approached him, and eventually, police were called, though no one was removed, and the meeting continued.
At a Friday news conference, Dr. Davis called the incident “disrespectful, shocking, and unacceptable,” claiming Morgan invaded his personal space. He also questioned why other non-committee members were allowed at the table while he was singled out.
Morgan defended her actions, stating that previous committee meetings did not allow other council members at the bench and that she asked Dr. Davis three times to sit in the audience before proceeding with the meeting.
Dr. Davis argued he had the right to sit at the bench since the meeting was public. This was the first time a complaints meeting was open to the public for transparency.
The meeting addressed three complaints against council members Canneth Lee, Sheila Niezgodski, and Sharon McBride regarding conflict of interest, phone use during meetings, and residency. All complaints were dismissed.

Sitting at the bench gives you the appearance of authority. It seems like ONLY the committee should be sitting at the bench no one else Who that was NOT on the committee was sitting at the bench if anyone and if so why??
