South Bend Common Council approves 291-apartment complex

The South Bend Common Council approved a 291-unit apartment complex Monday.
Developer JC Hart Company will replace the vacant South Crowe building with two apartment buildings and a four-story parking garage.
The site, across the St. Joseph River from Howard Park, is expected to be completed by 2028.
The project includes $61.5 million in private investment.
