South Bend’s Community Police Review Board struggles to function

South Bend’s Community Police Review Board is struggling to function more than a year after its creation.
Thursday’s meeting was canceled because too few members showed up.
The board planned to review its first police complaint, but only three members attended, with one joining online-short of the number needed to conduct business.
Since its formation, the board has received 16 complaints, including 14 last year.
While the Community Police Review Office is still reviewing those cases, delays in board meetings are adding to the backlog.
