The Indiana Senate has approved a bill requiring libraries to get county, city, or town approval if their budgets grow significantly.
Senate Bill 8, authored by Senators Gary Byrne, Chris Garten, and Ryan Mishler, aims to increase oversight.
Library officials argue the bill adds unnecessary steps because they already must seek county approval for budget overages, bonds, or debt.
The new rule would require libraries projecting more than 3% budget growth to get fiscal body approval, which some officials say creates extra hurdles.
County leaders also question the need, pointing to existing processes.
