Man arrested after deadly hit-and-run crash in Elkhart County

A man is under arrest following a deadly hit-and-run crash in a construction zone in Elkhart County.

Police say 48-year-old Julio Fraga did not stop after a crash near Mishawaka Road and Center Drive.

Investigators say Fraga and another driver, Jose Mario Rios Castaneda, were speeding westbound in a 45 mile-per-hour construction zone where traffic narrows from two lanes to one. Police say Fraga merged in front of Castaneda’s vehicle. Moments later, Castaneda lost control, crossed the median and struck an eastbound vehicle driven by Rigoberto Padilla Barba.

Barba was pronounced dead at the scene. Castaneda was taken to the hospital.

Police say Fraga continued driving and did not stop.
