Elkhart city leaders are moving closer to approving a 2027 budget that includes more money for neighborhoods and city employees.
The spending plan continues funding for the Aspire initiative, including housing and redevelopment projects such as the former Pierre Moran Mall site.
The budget also calls for a six-point-three percent pay raise for city employees.
City Council President Arvis Dawson says Elkhart is receiving more revenue than initially anticipated, giving the city additional flexibility.
The council is expected to take final action during a special meeting Oct. 15.
