The South Bend Common Council is postponing a decision on a proposed affordable housing development amid concerns about possible contamination at the site.
The South Bend Tribune reports the 16.7-million-dollar Heartwood Commons project would provide at least 50 affordable apartments and create dozens of construction jobs near West Donald and South Main streets.
Neighbors and some council members want more information about debris left from earlier demolition work, including contamination testing and long-term safety assurances.
The proposal includes a 1.7-million-dollar city loan funded through the Southside Development Area tax increment financing district. The council plans to revisit the ordinance October 26.
