Elkhart Mayor Tim Neese speaks out about officers charged with criminal battery

Elkhart Mayor Tim Neese has released a statement after the announcement that two Elkhart police officers will be charged with criminal battery, for the beating of a suspect.

“The City of Elkhart expects all police officers to perform their duties in a professional manner, and no form of excessive force will be tolerated within the Elkhart Police Department,” said Elkhart Mayor Tim Neese. “When such occurs, every effort will take place to determine if there has been abuse. Transparency and accountability are imperative, and the involvement of the Elkhart County Prosecutor, and subsequently the judiciary, are part of the process by which this incident will be reviewed.”

Two two officers, Cory Newland and Joshua Titus,  were placed on administrative leave and will be charged with battery for repeatedly punching a handcuffed man in the face.

The officers were previously disciplined for this incident. But they received only reprimands rather than suspensions or termination.

The handcuffed man was charged with domestic violence and later pleaded guilty.
