The City of South Bend will observe the end of Phase Three of the Western Avenue Improvement Project Wednesday morning.

A ribbon cutting ceremony is planned for 11:30 a.m. to celebrate the improvements made to a four-block section of Western between Falcon and Dundee. Previous improvements were made between Dundee and Bendix, and Bendix and Olive.

The city says the improvements are part of West Side Main Streets plan that aims to create a more inviting environment for commercial and residential investment.
