Dog breeder agrees to 2-year ban following consent decree

An Indiana exhibitor and dog breeder has agreed to a two-year ban following a consent decree.

Vernon Miller, who worked individually and at Dutch Creek Farm Animal Park in Shipshewana,  was accused of violating the Animal Welfare Act for inadequate veterinary care, unsafe enclosures, unsanitary conditions and failure to maintain records. Documents say over 300 animals were impacted.

Miller was cited for 90 violations in 2023-2024, with actions that reportedly led to some animal deaths.

If he applies for and receives a USDA license again in the future, he must comply with regulations and standards that he previously violated and must maintain veterinary and other records.
