The St. Joseph County Plan Commission approved changes to the county’s solar ordinance Tuesday, passing the amendments 7-1.
The new rules require developers of large-scale solar projects seeking special use rezoning to compensate homeowners within a mile if property values drop. Farms already under development are exempt.
The meeting drew a packed house, with some people cheering and others leaving frustrated.
Commission member Eugene Matzat said the changes protect both farmland and nearby residents, while County Council President Dan Schaetzle said they balance the rights of farmers and homeowners.
