St Joseph County Council approves new massage parlor rules

The St. Joseph County Council unanimously approved new rules for massage parlors to boost safety and combat human trafficking.
Health officials flagged issues like therapists claiming licenses at multiple locations and drew on a 2022 investigation into trafficking, sexual solicitation, and tax fraud at local parlors.
The new ordinance bans people from living in parlors and requires human trafficking awareness signs in multiple languages.
