South Bend Common Council member Henry Davis Jr. is accused of knowingly submitting a fraudulent campaign finance report by a resident in his district who filed a complaint with the St. Joseph County Election Board.

Davis, who is running for his 2nd District seat as an Independent after a failed primary bid for the mayor’s office, submitted a report three hours after the noon deadline Oct. 15 stating that he received no campaign contributions and spent no money, WSBT reported.

On Tuesday, Oct. 20, Davis submitted an amended report stating that he raised $1,933 and spent $1,688 from April 11 to Oct. 9.

During a candidate forum at IU South Bend on Tuesday night, Davis was asked how he paid for campaign yard signs. He said he paid for them through fundraising and that he “purposefully sent that report in like that” because he wanted to discuss finances, WSBT reported.

Davis maintains that he has done nothing wrong and that the complaint is an attack from what he calls the “South Bend political machine.”

“When I filed my report I did not have all of information assembled,” he said in an email to 95.3 MNC. “‎I filed what information I had at that time. I filed an amended report with all information available and the report is available in the County Clerk’s office.”

The St. Joseph County Election Board looks into complaints and could forward the findings of its investigation to the St. Joseph County Prosecutor’s Office if it fights evidence of illicit activity.
