A doctor who provides abortions at the only standalone abortion clinic in St. Joseph County will appear before the Indiana Medical Licensing Board on Thursday, June 25.

Dr. Ulrich Klopfer is accused of 1,833 clerical violations in connection to abortions performed between July 2012 to November 2013, according to an administrative complaint filed by Indiana Attorney Greg Zoeller in September.

On 1,818 state-mandated reports filed by Klopfer’s clinics during that time period, there was incomplete or incorrect information on the documents, including no information about a potential father on any of the forms, according to the complaint.

Other violations include not reporting abortions for two 13-year-old patients within three days of the medical procedure, six instances of not ensuring that informed and voluntary consent was obtained through properly credentialed counselors and seven instances of failing to make sure that informed and voluntary consent was obtained 18 hours before an abortion was performed.

Zoeller also filed complaints against three other abortion providers in September.

Klopfer requested that the board allow summary judgement on the case — essentially to dismiss the complaints. If the board does not dismiss the case, a full hearing would be scheduled for a later date.

His hearing is the fourth hearing of 10 scheduled to begin at 8:30 a.m. Thursday at Indiana Government Center South in Indianapolis, according to the Medical Licensing Board’s agenda.

Klopfer recently closed his Gary clinic and continues to see patients at his Fort Wayne clinic, but can only perform abortions at the South Bend clinic.
