A Goshen man who police say was wearing a suspected bomb vest in Goshen on Wednesday morning was likely acting alone and no longer poses a threat to the public, Elkhart County Prosecutor Curtis Hill said.

Sherman Fuller, 45, was pulled over on U.S. 33 at about 12:30 a.m. after an officer noticed his truck had fake plates on it, Goshen Police said. The officer noticed he was wearing a vest with wires sticking out of it and eventually convinced Fuller to exit the truck without the vest. The Elkhart Bomb Unit disarmed the vest just after 4 a.m.

Officials with the Bureau of Alcohol, Tobacco, Firearms and Explosives later said that Fuller had two homemade explosive devices strapped to his body, WNDU reported.

“At this time, it is believed that Mr. Fuller engaged in this behavior independently,” Hill said in a statement to the media. Hill also said that “there is no reason to believe that Mr. Fuller specifically intended harm to other persons.”

ATF investigators executed a search warrant at Fuller’s home on C.R. 21 on Wednesday afternoon and took several pieces of evidence with them.

Fuller has an extensive criminal history in Elkhart County, including several battery and domestic battery charges, according to jail and court records. He is listed as a sexually violent predator on the Indiana sex offender registry in connection to a 2002 conviction in Cass County, Mich.
