South Bend shooting ruled justifiable homicide

No charges will be filed after 18-year-old Lamar Foster was shot and killed on Pulaski Street Tuesday morning.

The St. Joseph County Prosecutor’s Office says it was a justifiable homicide because the shooter’s life was in danger.

There was a documented history of domestic violence between Foster and the shooter that reached a climax early Tuesday morning.

Investigators say Foster entered the shooter’s home through a bedroom window. They say he was armed handgun, battered the shooter and held the person at gunpoint.

Foster eventually put the gun down and left, but later returned. At that point, the victim had gone to a car. Foster confronted the victim in the car, hit them, then the victim shot Foster in the chest, killing him.
