Dog found spray-painted and duct taped in Nappanee

The Nappanee community is outraged after a dog was found with duct tape around its neck and its fur spray-painted.

The beagle was located on the border of Kosciusko and Elkhart Counties late last week and has since been reunited with the owner thanks the the Animal Welfare League of Kosciusko County.

Executive Director Katey Wilks Zemen tells WNDU anyone who sees a neglected or abused animal should call police so it is fully documented.

Authorities still do not know who spray-painted and duct taped the dog, but anyone with information is asked to call the Animal Welfare League.
