A welfare check in Elkhart leads to the arrest of a man accused of housing two small children in a home police say was in nearly an unlivable state.

Elkhart Police and a Department of Child Services case manager went to the home on Vistula Street after a concerned citizen reported seeing the 2-year-old twins running around in the street.

They described the home as dirty, smelly and infested with cockroaches and said the toddlers were filthy, as well.

The Elkhart Truth reports 32-year-old Craig Harrison told authorities he was jobless, the kids’ mother was in jail, and that he hadn’t had food in the house for over a week.

DCS took the children.

Harrison was charged with two counts of neglect of a dependent and possession of paraphernalia.
