The man who saved a former council member after a crash is now being honored for his life saving efforts.

It happened in November, when Vance Vanwinkle was driving in the 1400 block of West Vistula, when he saw a minivan land upside down in the river.

Vanwinkle then left his vehicle, slid down the embankment, and rescued former council member Tom Stutsman, who was trapped.

Stutsman was taken to a nearby hospital, but died the next day.

The Bristol Police Department gave Vanwinkle a plaque during a council meeting.
