Bill proposes Housing Authority Board Commissioners appointment change

The Residential Committee of the South Bend Council will hear a bill proposing to change how Housing Authority Board Commissioners are appointed.

All six commissioners have historically been appointed by the Mayor, though there appears to be no authority in the Municipal Code establishing the Mayor’s authority to do so.

Councilmember Troy Warner says the reason they have been appointed by the mayor is because that is what state law requires.

He states that if passed, Bill 85-23 would exceed Council’s legal authority and violate state and federal laws. He asks that the bill sponsors immediately withdraw Bill 85-23, stating that he strongly opposes the “ill-planned and illegal attempt.”
