By reclaiming these materials from legacy coal sites, Indiana aims to slash U.S. reliance on China, which currently controls 90% of global processing.
The council’s recommendations include streamlining permits and launching pilot projects to turn Indiana’s “coal legacy” into a domestic supply chain for the future.
