Gary Police say the incident happened around 1:30 Saturday morning on Rutledge Street.
Officers say the vehicle was struck twice. No utility workers were hurt.
Police are investigating and looking for evidence that could help determine whether the shooting was intentional or targeted.
NIPSCO says it is working with police and gathering more information.
The company has not said when crews will return to the area.
