South Bend’s Police, Fire Dept. to operate under new merit boards

South Bend’s Police and Fire Departments will operate under new merit boards starting in the spring.
Both boards must be appointed by March 1.
Police Chief Scott Ruszkowski said his department is open to the changes.
Each board will handle hiring, promotions, performance evaluations, and disciplinary actions.
The boards will consist of five members: two appointed by the mayor, two active department members, and one selected by the South Bend Common Council.
