The Indiana Republican State Committee’s Rules Committee has issued a formal reprimand to St. Joseph County GOP Chairwoman Jackie Horvath following complaints alleging misconduct, rule violations, and divisive leadership.
The committee met on August 4, 2025, to review multiple complaints calling for Horvath’s removal. Central to the dispute was Horvath’s continued support of County Councilman Dan Schaetzle, who was ruled “not in good standing” earlier this year for publicly opposing Republican judicial nominee Loris Zappia in the 2024 election – a violation of Rule 1-25.
While the committee ruled Rule 1-25 did not technically apply to Horvath’s conduct during the current election cycle, it found her decision to allow Schaetzle to attend GOP meetings, promote his campaign at events, and appear on party social media “alarming” and contrary to the intent of prior rulings.
The committee also dismissed allegations regarding the appointment and removal of precinct officials, noting that county chairs have broad discretion and that such actions did not violate party rules.
Instead of removing Horvath from her position, the committee issued a final reprimand and clarified that Schaetzle is barred from holding party office, attending Republican events, using party resources, or running as a Republican until January 2027.
“This decision is final and not subject to appeal,” the committee wrote, urging Horvath to follow state and district rulings moving forward.
