DENVER (AP) — Colorado lawmakers have agreed to limit the state’s unique rules for proxy marriages in which couples are wed with only one of the people present.

The bill approved 35-0 on Monday by the state Senate would tighten the rules and limit the marriages to military couples. The only other states with proxy marriages already have such a rule.

The bill was passed as county clerks report an increase in eyebrow-raising unions that appear to be taking advantage of Colorado’s unusual proxy marriage provisions.

In one case, an Arizona woman married a Syrian man who lives in Turkey.

The measure has already passed the House and now heads to the governor’s desk. Gov. John Hickenlooper is expected to sign the bill into law.
