A wrongful conviction settlement by The City of Elkhart is the largest of its kind in Indiana history.
The settlement was announced Wednesday.
Keith Cooper of Chicago served more than seven years in prison for an armed robbery and attempted murder in 1997 that he didn’t commit. He was pardoned in 2017 by Governor Holcomb, and his civil suit claimed that investigators fabricated testimony, manipulated witness lineups, and disregarded evidence that would have proved his innocence.
The City has apologized and settled for $7.5 million, saying the current administration and police department are pursuing accountability to ensure something like this never happens again.
