Representatives Rudy Yakym and Jimmy Panetta, of California, have reintroduced the Studying NEPA’s Impact on Projects Act, a bipartisan measure aimed at cutting through regulatory red tape and expediting federal infrastructure projects.
The proposed legislation mandates the White House Council on Environmental Quality to produce an annual report for Congress. This report would detail litigation under the National Environmental Policy Act, as well as assess its effects on project delays and paperwork burdens.
Rep. Yakym highlighted the stakes of the initiative. “Frivolous lawsuits and excessive red tape often cripple vital energy and infrastructure projects, leading to costly delays,” he said. “By identifying NEPA’s bottlenecks, this bill will help streamline permitting processes, ensuring critical projects move forward. This is about reducing foreign energy reliance, strengthening supply chains, and delivering cost savings for Americans.”
Rep. Panetta echoed Yakym’s sentiment, emphasizing the importance of bipartisan collaboration in tackling bureaucratic hurdles to modernize the nation’s infrastructure.
The bill aims to address long-standing concerns from both parties about the challenges posed by NEPA litigation, with a focus on promoting efficiency and reducing costs for infrastructure and energy development nationwide.

How about eliminating all such permitting processes. The states under the US Constitution and the 10th Amendment are in control of such things. It is your job in Congress to make sure the states abide by the Constitution, Amendment in their laws and policies.
Rudy has already been in DC too long. He’s starting to think like the other swamp denizens. The instructions are found in Article I, Section 8, the 18 enumerated Powers of Congress. Where in those powers do you find permitting processes for ANYTHING?
