Why folks flee? The possibility that, if captured, the Local jurisdictions will not pay to have them returned for trial. Bringing a fugitive back to a state involves significant costs, often thousands of dollars (sometimes $4,000+ for a single case), covering law enforcement travel, transportation, lodging, and legal processes, with expenses rising due to crime rates and out-of-state flight, placing heavy burdens on county budgets, especially for misdemeanors where states may decline extradition due to expense.
