The City of Elkhart and Elkhart Police Department have released body-camera and dash-camera footage from a February officer-involved shooting at High Dive Park that left a 17-year-old dead.

The footage was presented during a news conference Wednesday, July 29, nearly three weeks after the Elkhart County Prosecutor’s Office announced that the two officers involved acted lawfully and in self-defense.

The shooting happened Feb. 8 at High Dive Park. According to findings previously released by the prosecutor, the Elkhart County Homicide Unit conducted an independent investigation into the shooting.

The video released Wednesday includes body-camera footage from Officers Ragsdale and Breneman as occupants were being removed from a vehicle. It also includes a still image showing what investigators identified as a muzzle flash from a passenger’s firearm.

Officials also presented slowed-down footage and synchronized video from both officers’ body cameras and Ragsdale’s patrol vehicle dash camera. Still photographs of a shell casing and firearms recovered during the investigation were also shown.

Elkhart Police Chief Andy Whitmyer said the investigation determined the officers were confronted with immediate deadly force and responded in self-defense.

“This incident resulted in the loss of a life, and we recognize the profound impact it has had on everyone involved,” Whitmyer said.

Whitmyer said the officers acted quickly and in accordance with their training during what he described as a rapidly developing and dangerous situation.

Mayor Rod Roberson said the city had previously committed to releasing the footage when legally permitted to do so. The city also received public records requests seeking the video.

Roberson said the encounter unfolded in a matter of about three seconds and that the video was a key part of the homicide unit investigation and prosecutor’s review.

The mayor acknowledged the death of the 17-year-old and expressed condolences to his family. The teenager’s name was not released by the city because of his age.

Before Wednesday’s public release, officials said the footage was privately shown to the teenager’s family and their representatives.

Roberson also addressed the impact on other teenagers who witnessed the shooting, calling for mental health support, counseling and other assistance for those affected.

The criminal investigation into the shooting has concluded. The prosecutor announced July 9 that the officers’ use of deadly force was justified under Indiana’s self-defense law.
