City hoping to revive Portage, Elwood Avenue plaza

The City of South Bend hopes to revive the long-vacant plaza at Portage and Elwood Avenues.
That was the former site of Martin’s Super Market, which closed in 2017. The Redevelopment Commission invited developers to submit proposals for new projects, but WNDU reports no bids were received by Thursday’s deadline.
City officials say they’re open to ideas but still want to see both housing and business return to the area.
Past planning studies from 2018 and 2023 suggested expanding nearby residential neighborhoods while restoring commercial activity along Portage
Avenue.
